Review of objections/suggestions received in response to draft order S.O. 2268 (E) dated 6th/7th July, 2020 proposing restriction on use of Glyphosate through pest control operators. 

RC deliberated the agenda and decided that all 9(3) registrants of Glyphosate formulations and other stake holders may be heard to understand their views regarding proposing restriction on use of Glyphosate through pest control operators. 

Meeting on reference received from DPIIT on exercise of minimizing compliances burden on industry/business and on citizens. 

In reference to the DAC&FW letter issued under F. No. 13035/10/2021-PP-I dated 12.03.2021 attaching therewith minutes of meeting held under the chairmanship of the Secretary (DAC&FW) on 10.03.2021 at 11:00 AM on DPIIT reference on minimizing regulatory compliances burden on industry/business and on citizens. 

RC deliberated the agenda in detail and approved the proposal as per Annexure-3.2.1 under the Insecticides Act 1968 and the rules 1971, on exercise of minimizing compliances burden on industry/business and on citizens.

Rationalization of guidelines for registration of Insecticides  

a  

For Seed treatment products:  

Residue data of 1 Season-4 Location accepted to see the dissipation behaviour.  

For Seed treatment products:  

Residue data of one season three locations in different agro-climatic zone will be accepted.  

Approved subject to condition that out of three locations, two locations will be in extreme.  

b  

For residue in Soil applied insecticides, two season data will be required.  

If residue at harvest is above LOQ then 2 season data will be sought or else 1 season will suffice the purpose.  

Approved subject to condition that the applicant will submit an undertaking that no residue detection is observed in the second season.  

Bio-efficacy data for 2 Season, 3 Location is required for Post Harvest Use insecticides  

For Post Harvest Use Bio-efficacy data of 1Season 3 Location (two sets of studies) will be accepted.  

For registration of Technical, Bio-efficacy data is required.  

For registration of Technical, Bio-efficacy data will not be required.  

In Manufacturing Use Product (MUP) the Persistence data in soil and water is required.  

In Manufacturing Use Product (MUP) Persistence data in soil and water will not be required.  

For Pesticide Used on Non- edible crops (Rubber, Jute, Floriculture) the data on Residue and Persistence in plant is required.  

For commercial non-edible crops only the data on Residue and Persistence in plant may be exempted and not for the edible crops.  

For Household Use pesticides bio-efficacy cum dissipation data from 3 labs is required.  

For Household Use pesticides bio-efficacy cum dissipation data from 2 labs with 2 sets of replicate trials will be required. If major variation occurs in two laboratory data then the data from third laboratory is to be provided.  

For MUPs/ House hold and Public use insecticides, Ecotoxicity data is required.  

For MUPs/ House hold and Public use insecticides, Ecotoxicity data will not be required.  

Toxicology data generated on pesticide + surfactant (spray mix) is required.  

Toxicology data generated on pesticide + surfactant (spray mix) will not be insisted Data will be required on the formulation only and MSDS of the surfactant shall be provided.

Amendments in the Insecticides Rules, 1971 from Sl. No. 1 to 3 of the agenda.  

RC noted the action proposed and endorsed the same.

Permissions for importing specific quantity of pesticides for Research Test and Trial (RTT):  

RC noted the action proposed and endorsed the same.

Reforms in shelf life data submission  

Approved.

Import permit  

The applicant for grant of import permit has to submit year-wise quantity of the insecticide consumed (imported and indigenous) during the last three years along with corresponding production of end product, duly certified by the Excise/GST Authority Concerned, or Chartered Accountant if the item is not excisable.

Inspection during grant of License  

RC noted the action proposed and endorsed the same.  

 
             

Proforma for submitting the data seeking registration and MRL fixation of pesticides. 

FSSAI in its 66th meeting of Scientific Panel on Pesticides Residues finalized the proforma for MRL fixation of pesticides and the same is placed before RC for its approval. RC approved the same. 

PAJANCOA & RI-ICAR accredited institute self study report submitted Secretary, CIB&RC, DPPQ&S, Faridabad – approval of the institute. 

RC deliberated the agenda and considering the recommendation from ICAR for generating Bio efficacy data of Pesticides and Plant Growth Regulators, RC approved thePAJANCOA & RI-ICAR accredited institute, Pudducheryfor generating Bio-efficacy data for consideration of registration of Pesticides u/s 9(3) of Insecticide Act, 1968. 

Remarks of CIB&RC on received draft guidelines on bio-pesticides from ICAR with comments from NBAIR, NIBSM, IARI and NBAIM. 

RC deliberated the agenda and decided to constitute a sub-committee under the chairmanship of ADG (PP & Biosafety) with the following members:- 

  1. Dr. S. J. Rehman, Prof. & Head, ANGRAU, Hyderabad.

  2. Representative from NBAIR (ICAR), Bengaluru.

  3. Representative from IARI, New Delhi

  4. Dr. Vandana Pandey, AD (PP), RCIPM, Faridabad

  5. A representative from bio-pesticide association.

  6. Dr. K.L. Gurjar, DD (PP), CIB&RC - Member Secretary

The committee will examine the draft and suggest for improvements after inviting suggestions from all stake holders and submit its report within a period of three months. 

Exploring the possibility of making generic insecticides/pesticides available for the farmers :- Presentation on Generic insecticides/pesticides as follow up of 426th RC. 

1. The RC noted that the Certificates of Registration (CR) are invariably granted based on generic or common names to encourage these insecticides, without recognizing the trade / brand name and a condition to this effect is already being given on the CR.

2. Further, as per the provisions of Section 34 of the Insecticides Act, 1968, DAC&FW may be requested to issue suitable directions for:

a) State Department to issue manufacturing licenses specifically mentioning generic pesticides (not by trade name) to propagate generic products.

b) All the stockiest/retailers should be directed to keep the separate shelves for display of the generic pesticides for sale which should be visible to the end-user. (Rule 10D)

3. The training by the Central and State Agriculture Extension Functionaries to create awareness regarding purchase and use of generic pesticides by farmers and other end-users.

4. The term ‘Common name’ of insecticides has already been used in the Rules, 1971 that denotes to generic insecticides. Hence, the definition of generic insecticides replacing common name may be incorporated by way of amendment in the insecticides Rules. 

5. The amendment may be considered in Chapter-V Rule 19 (Manner of labeling), dealing with labeling provision in the Insecticides Rules, 1971, so as to give more prominence to the common/generic name than the trade name (making the generic name above two font size larger than the trade name). - Sec. 36 (2) (a).
