Can TVK’s Farm Promises Change Tamil Nadu Agriculture?
Tamil Nadu’s farm politics is entering a new phase ahead of the 2026 Assembly elections. While the Dravida Munnetra Kazhagam government focused on irrigation, subsidies, mechanization and welfare through its separate agriculture budget, Vijay’s TVK is promising direct economic relief through crop loan waivers, higher MSPs and support for tenant farmers.
Tamil Nadu’s agriculture politics is beginning to look very different ahead of the 2026 Assembly elections. The Dravida Munnetra Kazhagam government led by M. K. Stalin had focused on agriculture through welfare schemes, irrigation projects and subsidies. Its biggest move was introducing Tamil Nadu’s first separate agriculture budget.
Now, Vijay’s Tamilaga Vettri Kazhagam (TVK) is promising something much bigger, direct financial support to farmers through loan waivers, higher MSPs and welfare guarantees.
The difference between the two approaches is simple. The DMK government tried to improve the existing system. TVK appears to be promising a complete economic reset for farmers.
DMK Focused on Support Systems
Since coming to power, the DMK government focused on strengthening agriculture through government support. It introduced a separate agriculture budget, increased spending on irrigation, continued free electricity for farm pump sets and promoted farm mechanization and digital agriculture.
The government also pushed crop insurance, agro-processing projects and modernisation schemes. Its approach was mainly administrative, improving infrastructure and expanding welfare schemes while keeping the existing procurement and pricing system largely unchanged.
In simple terms, the DMK model was about stabilizing agriculture rather than dramatically increasing farmer income.
TVK is Promising Direct Economic Relief
TVK’s promises are far more aggressive financially. The party has proposed complete crop loan waivers for farmers owning less than five acres and a 50% waiver for larger farmers. It has also promised an MSP of ₹3,500 for paddy and ₹4,500 for sugarcane.
These promises directly target one of the biggest complaints among farmers that farming is no longer profitable because cultivation costs keep rising while returns remain low.
Unlike the DMK government, which mostly worked within the current MSP and subsidy system, TVK appears ready to spend heavily to directly improve farmer incomes.
Loan Waivers Could Cost Thousands of Crores
TVK’s loan waiver proposal could become one of the costliest agriculture schemes in Tamil Nadu’s history. Crop loans in the state run into tens of thousands of crores through cooperative banks and other institutions.
If fully implemented, the waiver scheme could place a huge burden on the state treasury. Economists usually warn that repeated loan waivers can hurt the banking system and weaken repayment culture. But politically, loan waivers are very popular because they provide immediate relief to struggling farmers.
For small and marginal farmers facing debt and climate-related crop losses, such promises can be highly attractive.
MSP Promises Could Change Procurement Politics
TVK’s MSP promises for paddy and sugarcane are also significant. If farmers actually receive ₹3,500 for paddy and ₹4,500 for sugarcane, farm incomes in many districts could rise sharply.
But there is a major financial challenge. The state may have to spend several thousand crores every year to support procurement at such high prices. It would also require better storage, faster procurement systems and strong market management.
Tenant Farmers May Benefit the Most
One of TVK’s most important promises is the proposed Cultivator Rights Card for tenant farmers and agricultural labourers.
This could become a major structural reform because many people who actually farm land in Tamil Nadu do not officially own it. As a result, they often cannot access crop loans, insurance or welfare schemes.
If TVK manages to formally recognize tenant farmers through such a system, it could help bring thousands of excluded cultivators into the government support network. This may have a bigger long-term impact than loan waivers alone.
Both Parties Want Modern Farming
Despite their differences, both the DMK and TVK agree that Tamil Nadu agriculture needs modernization. The DMK government promoted mechanization, precision farming and digital agriculture services. TVK is also talking about technology-driven farming, direct market linkages and reducing post-harvest losses.
This shows that all major political parties now understand that traditional farming methods alone cannot solve the state’s agricultural problems. Labour shortages, shrinking landholdings and climate change are forcing governments to look at technology-based solutions.
Sustainable Farming is Still Missing
However, one major issue is still missing from the political debate which is sustainable farming.
Tamil Nadu agriculture faces serious problems such as groundwater depletion, soil damage and heavy dependence on chemical fertilizers. While parties talk about modernization, there is still no clear roadmap for shifting toward natural farming or climate-resilient agriculture.
In the coming years, this could become one of the biggest challenges for whichever party comes to power.
Can Tamil Nadu Afford These Promises?
The biggest question surrounding TVK’s promises is financial sustainability.
Loan waivers, high MSPs, free education for farmers’ children, fertilizer subsidies and rural infrastructure projects together could cost the government tens of thousands of crores.
Tamil Nadu already spends heavily on welfare schemes, healthcare, education and transport subsidies. Supporters of TVK may argue that farmers deserve this level of investment because agriculture is in crisis. Critics, however, may question whether such large promises are financially practical in the long run.
