CropLife India Applauds Regulatory Alignment in Plastic Waste Management (Amendment) Rules, 2026
CropLife India welcomes the 2026 Plastic Waste Management Amendment, exempting the pesticide industry from mandatory recycled plastic use to ensure safety, stability, and regulatory alignment with CIB&RC standards.
CropLife India, the leading association of R&D-driven crop protection companies, has officially welcomed the Ministry of Environment, Forest and Climate Change’s (MoEFCC) notification of the Plastic Waste Management (Amendment) Rules, 2026. The new amendment provides critical relief to the pesticide industry by exempting it from the mandatory use of recycled plastic in packaging.
Resolving Regulatory Overlap
Prior to this amendment, the industry faced a significant regulatory conflict. While environmental mandates pushed for a fixed percentage of recycled plastic in all packaging, the Central Insecticides Board & Registration Committee (CIB&RC)—the primary regulator for the sector—standardizes the use of virgin plastic to ensure the safety, chemical stability, and shelf-life of crop protection products.
The 2026 amendment successfully resolves this conflict by clarifying that recycled plastic requirements will not apply where other existing laws or government bodies expressly prohibit their use due to safety or stability concerns.

“CropLife India welcomes the Ministry of Environment, Forest and Climate Change’s notification Plastic Waste Management (Amendment) Rules, 2026 for exempting the pesticides industry from the mandatory use of recycled plastic in plastic packaging. This clarification brings much-needed regulatory alignment, recognising that such packaging is already governed by existing rules & regulations under Central Insecticides Board & Registration Committee.
As per the notification, the mandatory use of recycled plastic in plastic packaging category-wise shall not be applicable where use of recycled plastic in plastic packaging is not permitted, under a law or regulation or rule notified by the Government or Government Body such as Central Insecticide Board.
