In alignment with the vision of Prime Minister Narendra Modi to institutionalize cleanliness and minimize pendency in government offices, the Ministry of Textiles initiated Special Campaign 3.0. This campaign, which ran from October 2 to October 31, 2023, aimed to give special emphasis to the disposal of pending matters.

The initiative commenced with a Preparatory Phase from September 15 to September 30, 2023, during which the Ministry diligently identified and categorized pending references from Members of Parliament, State Governments, the Prime Minister's Office, public grievances, public grievance appeals, parliament assurances, and both physical and electronic files. These references were reviewed and prepared for finalization as part of the cleanliness campaign.

The implementation phase of Special Campaign 3.0 included a comprehensive effort to promote cleanliness and reduce pendency in various government offices under the Ministry of Textiles. This drive extended to the Ministry's headquarters, the Office of Development Commissioner (Handicrafts/Handlooms), public sector undertakings, educational institutions, and field offices.

Special focus was placed on field and outstation offices, particularly those engaged in service delivery and having a significant public interface. Regular updates on the campaign's progress were made available on the SCPDM Portal of the Department of Administrative Reforms and Public Grievances (DARPG) at www.scdpm.nic.in.

During this campaign, a remarkable total of 431 sites were successfully cleaned, with senior officers of the Ministry inspecting sites both in the Ministry and field organizations to ensure cleanliness became an integral part of their office operations.

Furthermore, an extensive review was conducted, involving over 41,000 physical and electronic files. Approximately 10,000 physical files were disposed off, and over 1,800 electronic files were closed. This rigorous review process led to the liberation of 69,793 square feet of space and generated revenue of Rs. 18,82,995 through the disposal of scrap and redundant material.

Notably, 36 pending references received from Members of Parliament have been duly addressed and resolved. Moreover, an impressive 85 public grievance cases were redressed during the campaign. In line with sustainable practices, the Ministry organized a campaign to donate used clothing, diverting them from landfills. Officials of the Ministry actively participated by donating their used clothing, and bins were placed at the entrance of Gate No. 18 at Udyog Bhawan for this purpose.

The Ministry remains dedicated to executing government campaigns with the utmost zeal and commitment to making them resounding successes.
