The Central rule in militancy-hit state has been imposed after 22 years. The gazette notification issued on 19 December informed that the President has received a report from the Governor Satya Pal Malik and after considering it, Kovind was ‘satisfied’ that President’s rule was required there.
The notification said, “In pursuance…of the proclamation issued…by me under article 356 of the Constitution of India, I hereby direct that all the functions of the Government of Jammu and Kashmir and all the powers vested in or exercisable by the Governor of that State…shall, subject to the superintendence, direction and control of the President, (and) be exercisable also by the Governor of the State”.
The Union cabinet on 17th December took the decision after J & K Governor Malik sent a report to the Centre, suggesting imposition of President’s rule in the state. After the declaration, the state Legislature powers will be exercised by or under the authority of Parliament. Additionally all decisions will be taken with agreement of the President with the council of Ministers and the Prime Minister advising the President.
Meanwhile, the newly-selected sarpanches from Jammu & Kashmir called on PM Modi on 19 December and asked for assistance for development of the state.
