Rural Development and Panchayati Raj Minister Giriraj Singh Launches Annual Capacity Building Plan in New Delhi

The Minister of Rural Development and Panchayati Raj, Giriraj Singh, inaugurated the Annual Capacity Building Plan in New Delhi. The plan aims to enhance the skills of officials through training.

The Minister of Rural Development and Panchayati Raj, Giriraj Singh, inaugurated the Annual Capacity Building Plan (ACBP) of the Department of Rural Development, Department of Land Resources, and Ministry of Panchayati Raj in New Delhi today. During the launch of the ACBP, Giriraj Singh emphasized that this plan would have a crucial role in enhancing service delivery, executing programs, and carrying out essential governance functions.

The plan aims to improve the skills of officials through customized training, enabling them to perform more effectively. This, in turn, will help the Ministry/Department achieve its citizen-centred objectives and improve overall performance. In line with the goal of realizing the Prime Minister's vision of New India by 2047, the Capacity Building Commission has designed the Annual Capacity Building Plan based on three key perspectives: National Priorities, Citizen Centricity, and Emerging Technology.

These perspectives, along with the three pillars of Individual, Organizational, and Institutional development, guide the creation of the ACBP. The plan is expected to significantly enhance the efficiency and ethical standards of various government departments, thereby accelerating the realization of the Prime Minister's vision for New India by 2047.

The Annual Capacity Building Plan (ACBP) is a strategic document created to address the skill enhancement needs of officials within the Ministry/Department/Organization (MDO). These needs are determined through a Competency Need Analysis (CNA), which identifies the required competencies. The prioritization of these competencies considers both the officials' requirements and their significance to the ministry, ensuring optimal utilization of resources allocated for Capacity Building by the MDO.

To execute and maintain the ACBP, a Capacity Building Unit (CBU) has been established within all three Departments. This unit is responsible for implementing the plan and ensuring its sustainability. A budget amounting to 2.5% of the Department's salary allocation will be allocated for ACBP implementation.

The CBU will determine the training needs for officers during quarters two, three, and four. The training will be offered through both online and offline modes. The Capacity Building Commission (CBC) has identified educational institutions and knowledge partners that will provide training on various subjects to officers. Furthermore, the Ministry will evaluate the impact of the training provided to officials and staff to gauge the effectiveness of the ACBP.

During this event, Secretaries and Officers from the Department of Rural Development, Department of Land Resources, and Ministry of Panchayati Raj, along with the Member (Human Resources) of the Capacity Building Commission, were in attendance.
