Assam CM Launched "Mission Basundhara" To Make Land-Related Work Seamless & Efficient

Assam Chief Minister Himanta Biswa Sarma launched "Mission Basundhara" on Saturday. According to him, the mission is a critical step toward streamlining land-related work.

At a programme organised by the Revenue and Disaster Management Department in Guwahati on Saturday, Assam Chief Minister Himanta Biswa Sarma inaugurated ‘Mission Basundhara.' According to him, the objective is a critical step toward simplifying land revenue services and providing simple access to the public for land-related tasks.

“The mission's primary goal is to protect indigenous peoples' land rights. CM Himanta Biswa Sarma said, "The people, especially the poor and disadvantaged groups, must be able to get their land-related tasks done under Mission Basundhara."

He went on to say that the mission's goal is to cut out the middlemen and decrease needless trips to government offices, while also enabling the people to address land-related concerns quickly and easily online.

“A total of Rs 225 crore would be spent on the implementation of the plan, and the mission will enable the reconstruction of all lost land records in the state,” Assam Chief Minister Himanta Biswa Sarma said.

Govt. Officials Warned

During the mission's implementation, he also cautioned government personnel against complacency, carelessness, and unscrupulous activities.

“As a prelude to this mission, nearly 700 land brokers have been arrested in order to eliminate middlemen from the system. Circle officials must take on the duty of carrying out this program with honesty and devotion. “This mission gives all Assam civil service personnel the chance to create an example of public service for future generations,” Himanta Biswa Sarma remarked.

Updation Of Land Records

The urgent updating of land records is one of Mission Basundhara's main objectives. Nine land revenue-related services are available online to help with this. This includes mutations by right of inheritance, mutations after deed registration, partition of undisputed cases, annual patta to periodic patta conversion, reclassification of land, striking names of persons no longer in possession under Rule 116, ALRR, 1886, allotment certificate to periodic patta, legacy data updation/rectification, and pattadar mobile number update.

The portal will be open for applications from October 2 through November 30, and applications will be processed by May 10.

Surveys Of Land

A polygon survey would be undertaken across 672 non-cadastral villages in Assam by March 31, 2022, in addition to these nine services. By December 31, 2023, a re-survey of all cadastral villages in the state will be completed utilising hybrid technique.

The census of non-cadastral communities will allow the state's indigenous landless people to be granted land rights. Citizens will be able to clear land titles after a re-survey of 18,789 cadastral communities in 27 districts.

Under the Digital India Land Records Modernization Programme, Mission Basundhara aims to complete the digitization of maps and the integration of maps and land records in Assam. Meanwhile, the re-survey seeks to provide precise and coordinated real-time land records.
