Eligibility for Pradhan Mantri Kisan Samman Nidhi Yojna launched at I.A.R.I.

The Pradhan Mantri Kisan Samman Nidhi Yojana which was announced in the Union Interim Budget 2019 by Finance Minister Piyush Goyal was inaugurated by the Hon’ble Prime Minister on 24.02.2019 at B.P.Pal Auditorium, Indian Agricultural Research Institute, New Delhi, in presence of Hon'ble Smt. Sushma Swaraj, Union Minister of External Affairs, Government of India, who graced the occasion.

The Pradhan Mantri Kisan Samman Nidhi Yojana which was announced in the Union Interim Budget 2019 by Finance Minister Piyush Goyal was inaugurated by the Hon’ble Prime Minister on 24.02.2019 at B.P.Pal Auditorium, Indian Agricultural Research Institute, New Delhi, in presence of Hon'ble Smt. Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) Scheme is an initiative by Government of India in which 120 million small and marginal Indian farmers who have less than 2 hectares (4.9 acres) of landholding will get up to Rs. 6,000(US$83) per year as minimum income support. The scheme was announced by Piyush Goyal during the 2019 Interim Union budget of India on 1 February 2019. It was said that the scheme will cost Rs. 75,000 crore (US$10 billion) per annum and will come in effect from December 2018 INR 6,000 per year will be paid to each eligible farmer in three instalments and will be deposited directly to their bank accounts.

The scheme was launched with a view to augment the income of the Small and Marginal Farmers (SMFs), the Government has launched a new Central Sector Scheme, namely, “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)” in the current financial year. The PM-KISAN scheme aims to supplement the financial needs of the SMFs in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income at the end of each crop cycle. This would also protect them from falling in the clutches of moneylenders for meeting such expenses and ensure their continuance in the farming activities. 

An annual expenditure of Rs.75,000 crore annually will be entailed by this programme. The complete expenditure for the scheme will be borne by the Union Government in 2019-20. 

Eligibility criteria

  1. In the database, the land owner's name, gender,

  2. Social Classification (Scheduled Tribes / Scheduled Tribes)

  3. Adhaar number, bank account number and mobile number etc.

  4. Imitation of agricultural land Khatuani imitation. |

  5. The farmers have cultivated the land of two hectares or less than this will be understood eligible for this scheme.

  6. The scheme is sponsored by the Central Government. Therefore, the farmers have to be citizens of the country.

  7. Janshan Bank Account Number, Aadhaar and Mobile Number will help in identifying eligible beneficiaries and incompetent claimants

  4. Bank account details

Categories excluded

The following categories of beneficiaries of higher economic status shall not be eligible for benefit under the scheme.

(A) All Institutional Landholders.

(B) Farmer families in which one or more of its members belong to following categories.

  1. Former and present holders of constitutional posts.

  2. Former and present Ministers/ State Ministers and former/present Members of Lok Sabha/ /Rajya Sabha State Legislative Assemblies/ State Legislative Councils, former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats.

  3. All serving or retired officers and employees of Central/ State Government Ministries /Offices/Departments and its field units Central or State PSEs and Attached offices /Autonomous Institutions under Government as well as regular employees of the Local Bodies (Excluding Multi Tasking Staff /Class IV/Group D employees)

  4. All superannuated/retired pensioners whose monthly pension is Rs.10,000/-or more (Excluding Multi Tasking Staff / Class IV/Group D employees) of the above category

  5. All Persons who paid Income Tax in the last assessment year

  6. Professionals like Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with Professional bodies and carrying out profession by undertaking practices.

Portal launch:

The Union Ministry of Agriculture and Farmers’ Welfare on February 7 2019, launched a platform named PM Kisan, http://pmkisan.nic.in, under the Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN) for uploading the details of the Small and Marginal Farmers (SMF).
