Delhi’s air quality has taken a significant turn for the worse, with the Air Quality Index (AQI) breaching the 350 mark. According to the Central Pollution Control Board (CPCB), the AQI reached 371 by 4 PM on January 03, 2024, signalling a sharp deterioration in air quality. This alarming trend, attributed to dense fog, low mixing height, variable winds, and other unfavourable meteorological conditions, has prompted immediate action by authorities.
The Commission for Air Quality Management (CAQM) convened a meeting of its Graded Response Action Plan (GRAP) Sub-Committee to address the escalating air pollution levels. Following a detailed review of the air quality forecasts provided by the Indian Meteorological Department (IMD) and Indian Institute of Tropical Meteorology (IITM), the Sub-Committee invoked Stage III of the revised GRAP for the entire National Capital Region (NCR). This action comes in addition to measures already enforced under Stages I and II of the plan.
The Stage III measures, aimed at curbing severe air pollution, include a nine-point action plan for immediate implementation across NCR.
Key steps involve strict restrictions on construction and demolition activities, closure of stone crushers and mining operations, and regulating vehicular movement. Specific measures include banning BS-III petrol and BS-IV diesel vehicles in certain districts, restricting diesel-operated goods vehicles, and staggering office hours for public institutions.
Authorities are mandating a hybrid learning model for students up to Class V in Delhi and neighbouring districts. Citizens are urged to cooperate with GRAP protocols by opting for cleaner transportation, reducing individual vehicle usage, avoiding coal or wood for heating, and combining tasks to minimize trips.
CAQM has emphasized strict adherence to dust control norms and compliance with waste management rules to reduce emissions from construction sites. Additionally, special exemptions have been made for critical infrastructure projects such as hospitals, metro services, and sanitation facilities.
