The society submitted a proposal to Shri. V.S.Achuthanandan, Hon.Chairman, Administrative Reforms Commission yesterday.
The proposal requests a drastic change in the system of file routing. Presently, the proposals and letters sent by the Director of a Department, who is either having more than 25 years of experience or an Administrative service officer will go to the Assistant of the Secretariat who is not at all competent to comment on the project. Unfortunately, this junior official or the section officer will be the deciding factor of that project. In 90% cases, their comments will be agreed upon by higher ups and with umpteen number of queries and unwanted delays kill that project or make it postponed to the fag end of the financial year and in certain cases, send the same unnecessarily to finance and law department.
What they suggest is:
- Should have a finance cell and legal cell in all departments.
- The file sent by Director of a department should go directly to the Secretary and then to the Minister.
- Director, Secretary, Minister and the finance-legal cell officials should sit together to decide on the proposal. If needed Cabinet approval is needed, it should route it via the Chief Secretary.
- Finance Department should be an extension of Treasury directorate to monitor the financial transactions.
