Holistic Agriculture Development Programme (HADP) is revolutionizing the agricultural landscape in Jammu and Kashmir, benefiting small and marginalized farmers and propelling the region's economy. The program, which aims to bring comprehensive development to the agriculture and allied sectors, has empowered farmers, making them self-reliant and capable.
In 2022, the Jammu and Kashmir Government formed the Apex Committee, led by former Director General of the Indian Council of Agricultural Research (ICAR), Mangala Rai. The committee was tasked with providing suggestions to uplift farmers in the Union Territory. After conducting a thorough SWOT analysis of the agriculture and allied sectors in the region, the committee presented recommendations focused on increasing farmers' income and generating employment opportunities.
To implement these recommendations, the government identified twenty-nine projects worth Rs 5,013 crore under HADP. These projects aim to promote sustainable commercial agriculture while prioritizing the principles of economy, ecology, and equity. One key achievement was the strengthening of the National Agriculture Market (e-NAM), which facilitated Jammu and Kashmir's prominent position in the country's agricultural trade.
The program also emphasized the importance of product processing to maximize returns. The unique and high-quality agricultural products of Jammu and Kashmir attracted buyers' keen interest, providing an advantage to the sellers. Moreover, banking and financial institutions introduced agriculture credit schemes to offer seamless credit to farmers, enabling them to overcome financial hurdles.
The government has ensured that farmers receive full benefits under schemes like the Kisan Credit Card and other central and Union Territory schemes related to agriculture and allied sectors. Banks have been directed to expedite the processing of HADP-related cases, with small and marginal farmers being prioritized. This streamlined approach aims to enhance farmers' competitiveness and capitalize on emerging market opportunities.
Farmer Producer Organizations (FPOs) have played a crucial role in transforming agriculture into a dynamic sector within Jammu and Kashmir's growing economy. These organizations provide various services, including the supply of seeds, fertilizers, and machinery, market linkages, training, networking, and financial and technical advice. Additionally, the Small Farmers Agribusiness Consortium (SFAC) has taken the lead in implementing e-NAM under the Union Ministry of Agriculture and Farmers' Welfare.
In recent years, the PM Kisan scheme has provided direct financial support of Rs. 1983.29 crore to over a million farmers in Jammu and Kashmir. Furthermore, 12 lakh farmers have been issued Kisan Credit Cards, with a significant number of them currently active. The government also supports farmers through schemes such as the High-Density Plantation Scheme (HDPS), providing 50% capital support up to Rs. 22.15 lakh per hectare. Additionally, the Agriculture Infrastructure Fund Scheme offers credit at a subsidized interest rate of 3% per annum for seven years.
The "vocal for local" initiative has created numerous opportunities for farmers in Jammu and Kashmir. National and international players are increasingly interested in the region's agricultural products, as the government has taken farmer-oriented steps to improve market linkages. This has resulted in substantial income growth for farmers and even enticed younger generations to return to their ancestral profession.
The Jammu and Kashmir government has implemented a comprehensive policy to transform the livelihoods of farmers. The restructuring of the Agriculture Production Department aims to double the income of farmers, orchardists, and those dependent on animal husbandry, sheep husbandry, and fisheries. All welfare schemes for farmers have been consolidated under a single roof, eliminating the need for farmers to navigate multiple channels for loans and subsidies. This streamlined system has simplified access to support for farmers.
Innovations in technology have further revolutionized farming in Jammu and Kashmir. Farmers now have access to tools that enable them to predict weather patterns and assess crop and soil health. The concept of farming in the region has undergone a significant change, with value-added processes such as branding, marketing, and packaging helping farmers sell their products globally.
