Cultivation begins when a farmer obtains a stick with ready-to-hatch eggs and ties it to the tree that will be afflicted. Thousands of lac insects colonize the host plants' branches, secreting the resinous pigment. Sticklac is collected by cutting and harvesting the covered branches of the host trees.

According to Cabinet Secretary Vandana Dadel, the measure will benefit around four lakh families, particularly tribals involved in lac farming.

Jharkhand is the top producer of lac in the country. "The state contributes approximately 54% of the total lac production in the country," said Dr. Abhijit Kar, director of the National Institute of Secondary Agriculture, Ranchi.

Jharkhand Chief Minister Hemant Soren said in February 2021 that his administration would grant lac cultivation agricultural status and set a minimum support price.

The cabinet authorised as many as 20 agendas. The Cabinet also approved the creation of rules for the Jharkhand State Medical Council. Dadel stated that the Council is present, but no guidelines have been drafted.

Lac resin is processed into numerous value-added forms based on the requirements of various industrial uses. Similarly, dye and wax are used in a variety of industries such as pharmaceuticals and textiles.
