Thakur stated at the conference that it will result in infrastructure development and job opportunities in four states and one Union Territory along the northern borders. The programme will encourage people to stay in their native areas in border areas, reversing out-migration from these villages and contributing to improved border security.

The scheme assists in identifying and developing economic drivers based on the villages' northern border's local, natural, human, and other resources, as well as the development of growth centres based on the "Hub and Spoke Model" through the promotion of social entrepreneurship, the empowerment of youth and women through skill development, and entrepreneurship.

In addition, the government has decided to establish two lakh multipurpose PACS/Dairy/Fishing Cooperatives over the next five years.

In each uncovered Panchayat/Village, a Primary Agricultural Credit Society (PACS) and viable dairy cooperatives will be established.

When discussing the scheme, Thakur stated that it will allow cooperative societies to establish and modernise necessary infrastructure. According to Thakur, the scheme will help to strengthen India's cooperative sector and expand its reach to the grassroots.

"It will provide farmer members with the necessary forward and backward linkages, increasing their income and creating job opportunities in rural areas," he added.
